Scenario planning is an effective method for conceiving of multiple outcomes, thereby breaking each of us free from narrow vision.
If we conceed that three or four scenarios are all equally plausible, we then become hyper-aware of our challenges and their shared context. Within this context we can draft civic scenarios, which put forth visions of networked growth. These can be considered collective plans for co-operation.
